You need at least 1000 TUs to build a usable model. The TM I used also did not have the necessary amount of Translation Units (TUs) to build a model, which is why you see the warning message Unable to build a translation model. To do that, you can select Upgrade Translation Memories shown in the following screenshot: Now, in order to use this new feature you have to upgrade your existing TMs. This new technology should help you get the most out of your TMs by identifying fragment matches in your source text and the corresponding translation in the target text.
